By a draft bill N° 45.20, The Moroccan governing council has adopted the African Union’s Road Safety Charter, signed in Addis Ababa (Ethiopia) on January 31, 2016 (source : SGG [1]).
It should be noted that according to the World Health Organization (2016’s Road traffic deaths data) Africa has the highest rate of road deaths worldwide [2].
The charter mainly aims to serve as an advocacy tool and instrument for road safety improvement on the continent by creating an enabling environment to drastically reduce the road traffic crashes,
and specifically aims to speed up the implementation of national, regional and continental road safety programs as well as contributing to the coordination of road safety in the continent.
As part of the application of the provisions of this agreement, and within three years following the approval of the Charter, the States Parties will create national road safety agencies with responsibilities for inter-sectoral coordination,
in order to provide advice to the government on road safety policies and to develop road safety strategies and coordinate their implementation.
